Overview

Historic Preservation:

Specific mitigation requirements ensure that design plans account for historic and environmental resources within affected areas. The ROD and MOA guide the project team in the development of Historic Preservation Plans (HPP) for seven historic districts and properties in the project area. Project engineers will use HPPs so that properties and structures important to the history of affected communities are not adversely affected by the design of bridges, approach streets and connecting roadways.

Social & Natural Mitigation:

The MOA states that the Bridges Project will recognize the unique character, context and historic significance of each resource area and identify ways to protect and enhance the unique qualities of each. Context-sensitive design, the guiding principle behind social and natural mitigation, is identified in the MOA as the means by which "roadways, bridges and other Project elements shall be designed and constructed with sensitivity to aesthetic values.

The Ohio River Bridges Project is governed by a detailed list of environmental and historic mitigation obligations that have been carefully researched and are being addressed at each stage of the project. These measures were identified during the Environmental Impact Statement phase and are recorded in three project documents - the Final Environmental Impact Statement (FEIS), the Section 106 Memorandum of Agreement (MOA) and its parent document, the Record of Decision (ROD). Specific mitigation requirements ensure that design plans account for historic and environmental resources within affected areas.
