Indiana DBE Program – Certification and Prequalification
Firms who wish to participate on the Ohio River Bridges Project as a DBE may need to obtain both DBE certification under the federal regulations and prequalification under Indiana State law.
THE DISADVANTAGED BUSINESS ENTERPRISE (DBE) PROGRAM
The purpose of the Disadvantaged Business Enterprise (DBE) Program is to ensure that small DBEs can compete fairly for federally funded transportation-related projects, to ensure that only eligible firms participate as DBEs, and to assist DBE firms in competing outside the DBE Program. INDOT's DBE program is governed by federal regulation found in 49 Code of Federal Regulations Part 23 and Part 26.

THE PREQUALIFICATION PROCESS
Indiana Code 8-23-10 requires that all prime contractors submitting bids on INDOT contracts must first be prequalified by INDOT. INDOT subcontractors that have $300,000 or more of unearned work on hand must also be prequalified by INDOT under 105 Indiana Administrative Code 11-2-10.
Contractors: A contractor seeking INDOT prequalification must submit an application, known as the "Contractor's Statement of Experience and Financial Condition." A copy of the application, along with the relevant prequalification rules for construction contractors, can be found on the contractor prequalification website by going to www.in.gov/indot, Doing Business with INDOT, Contractors, and then Prequalification Information. Consultants: INDOT also prequalifies its consultants through an online application process.
