Tierra Kavanaugh Turner, DBE Program Manager -- Tierra Kavanaugh Turner joined Community Transportation Solutions (CTS) as program manager of the Kentucky DBE Program June 1, 2006. She previously served as executive director for the Governor's Office of Minority Empowerment. In that capacity, she advised the Governor, General Assembly and Kentucky Congressional Delegation and other officials on helping minorities access government programs designed to improve quality of life for Kentucky's minority community. She researched and took part in the development of policy issues ranging from economic development, education, healthcare, housing, criminal justice and other matters impacting minorities. Carl Brazley, DBE Program Support -- Carl Brazley is an award-winning business leader and entrepreneur based in Louisville, Ky. Brazley is president & CEO of Mo' Better Marketing LLC (MBM). Brazley has worked with CTS since it was awarded the management contract in 2003. Brazley serves on several local boards that support the advancement of youth, small and minority businesses, and education and charitable outreach. INDOT DBE Program

INDOT's Economic Opportunity Division (EOD) administers the DBE program in Indiana. The EOD consists of a Director, Staff Attorney, Certification Section, Contract Compliance Section, Title VI/ADA Manager and an Administrative Assistant. The Director also oversees INDOT's Prequalification Division, which is responsible for ensuring that all INDOT contractors and consultants meet the experience and financial requirements under state law to perform work on INDOT contracts. The DBE Certification Section, which is led by a Certification Manager and consists of three Certification Specialists, a Certification Coordinator and a Supportive Services Manager, is responsible for reviewing and processing all DBE and ACDBE certification applications, performing onsite reviews of applicants for the DBE program and providing training and outreach to DBEs and potential DBEs to help them become ready, willing, and able to perform work on INDOT contracts. The Contract Compliance Section, which is led by a Compliance Manager and consists of four Contract Compliance Specialists and six Equal Employment Opportunity Officers located in each of INDOT's six district offices, is responsible for setting DBE contract goals, reviewing contract bid submissions to determine if the bidder met the DBE goal at the time of contract letting, monitoring INDOT contracts throughout the life of the contract to ensure that contractors are meeting all DBE and Equal Employment Opportunity requirements, and performing periodic contract compliance reviews on INDOT contracts. INDOT's Title VI/ADA Manager is responsible for the oversight and coordination of INDOT's compliance with Title VI of the Civil Rights Act of 1964 and all related statutes, regulations and directives. The EOD is further supported by a Staff Attorney, who provides legal services and advice to the Division, and an Administrative Assistant, who provides overall support to the Division.
