Program Manager & Coordinators

Each of the Ohio River Bridges Project's four Kentucky design sections has a coordinator to oversee Disadvantaged Business Enterprise (DBE) activities. The coordinators work as a team with the oversight of the Kentucky DBE Program Manager and with section project managers, engineers, architects and consultants to help maximize the tremendous economic growth potential the project offers the Louisville-Southern Indiana business community.

Business development opportunities for small, minority- and women-owned firms play a pivotal role in helping the program leverage educational opportunities for students. Coordinators help DBEs take advantage of the extensive networking, educational and mentoring opportunities available through the Ohio River Bridges Project.

Kentucky DBE Manager & Coordinators

Tierra Kavanaugh Turner, DBE Program Manager -- Tierra Kavanaugh Turner joined Community Transportation Solutions (CTS) as program manager of the Kentucky DBE Program June 1, 2006. She previously served as executive director for the Governor's Office of Minority Empowerment. In that capacity, she advised the Governor, General Assembly and Kentucky Congressional Delegation and other officials on helping minorities access government programs designed to improve quality of life for Kentucky's minority community. She researched and took part in the development of policy issues ranging from economic development, education, healthcare, housing, criminal justice and other matters impacting minorities. Carl Brazley, DBE Program Support -- Carl Brazley is an award-winning business leader and entrepreneur based in Louisville, Ky. Brazley is president & CEO of Mo' Better Marketing LLC (MBM). Brazley has worked with CTS since it was awarded the management contract in 2003. Brazley serves on several local boards that support the advancement of youth, small and minority businesses, and education and charitable outreach. Maurice Sweeney, Kennedy Interchange/Section 1 -- Maurice Sweeney has had a distinguished career in construction and civil engineering. He has worked with young people for many years, sharing with them his knowledge and passion for his profession. He is president of United Construction & Design Group, Inc., in Louisville. Rohena Miller, Downtown Bridge/Section 2 -- Rohena Miller is president and chief executive officer of Niche Marketing, an award-winning DBE firm in Louisville. She brings exceptional marketing abilities and an extensive knowledge of the minority-owned, women-owned and small business community to her role as DBE coordinator.
